James Clarke, (with or without the final e) is not listed in Britten's list of English Clockmakers. Frome is east and slightly south of Bristol. I also looked at the list of British and Irish clocks and watchmakers. I found that he is listed as James Clark (no e), of Frome, Somerset. I found that he was originally from London. He was a member of the Clockmakers Company ( a guild for clockmakers) in 1688. His earliest work was in 1655. He worked until 1720.
What you have is a tall English case clock from the late 1700s to early 1800s. The brass dial indicates the earlier date. The Brass Finials are not for this clock. The 8-day movement is typical English, Asking price of $250obo.
