The problem with microchip mandates is that they are not effective for reducing the stray population and detract from resources that do (spay/neuter). One spay prevents dozens of unsustainable births per year, while it takes hundreds of implants per year to result in one return to owner.

This is apparent in the national data collected in the Shelter Animals Count https://shelteranimalscount.org/data/Explore-the-Data/explore-the-data-summary The data, as of 4/6/19 shows that California, where microchips have been mandated for years, has a much higher stray dog population and actually a slightly lower stray/at large return to owner rate than the rest of the nation.
